An Introduction to Dholera Smart City Project

According to the latest statistics issued by the Indian government about 30% of India’s total population is living in cities contributing almost 63% in total GDP and is expected to increase by 40% by the end of 2030 contributing 75% in total GDP.

This gradual increase in population requires sustainable and comprehensive development of institutional, physical, economic, and social infrastructure. Everyone is trying to improve their living standards.

Investors are putting their investments in real estate and the development of smart cities is a step in this regard.

Dholera Smart City

Dholera smart city, located 130 Km away from Gandhinagar and 100Km in the south of Ahmedabad is proposed to be a new major industrial hub. DSIR is a joint venture between India and Japan to create a linear development zone.

Statistics of the project site

Dholera Smart City comprises of an area of almost 920 sq. km, covering 22 villages of District Ahmedabad, which is the largest investment region so far. Strategically this site is located between the commercial zones of Vadodara, Ahmedabad, Rajkot, Surat, and Bhavnagar.

There are proposals in progress to develop a new airport for DSIR but for now, the nearest airport is Ahmedabad airport. According to the census of 2001, there are about 37000 inhabitants populating small settlements. Agriculture is the main occupation though the land is not that good for agriculture due to saline and poor quality and prices for land are relatively Low.

Development plan and Objectives of DSIR

The development plan for DSIR consists of 30 years from 2010 to onwards providing a brief development guide to all the bodies interested in DSIR, including private and public bodies, state governments, and corporations.

The development plan aims for the construction of a city that is according to international living standards and will be socially and economically balanced. The development plan includes major components of providing proper transportation, waste recycling, and the overall efficiency of resources.

Economic Viability of Dholera Smart City

To ascertain the economic viability of smart city a commercial and industrial study was undertaken. According to that study, DSIR is the most suitable for all the tech industries, the biotechnology industry, pharmaceuticals, and heavy engineering. Sea site will also be a huge impact giving a great edge to the tourism industry.

In the time period of thirty years, the expected jobs to be created are about 826,630.

The creation of jobs will attract peoples towards the new city and people from neighbours like Bhavnagar and Ahmedabad would like to live in a new city. The average population in DSIR is expected to be about 2 million with an average family size of 4 peoples.

Allocation of Land in DSIR

The allocation of land in Dholera smart city is categorized into different parts including:-

  • Giving easy access to industrial zones
  • Separate traffic routes for industry and city
  • Limited access of city to the expressway
  • Developing a strong strategy for landscape
  • Modifying the agricultural lands
  • Consolidation of villages into the newly formed city
  • High-quality transport system
  • Development system that will allow phase by phase investment

Implementation of the Model

DSIR is under the governance of the Gujarat Infrastructure Development Board (GIDB) and the Dholera Special Investment Development Authority (DSIRDA). The plan is being carried out in phase to phase management strategy to achieve the goal of speedy development and low cost.

Firstly this will include providing compulsory acquisition in order to start the work. After that other application schemes like town planning will be applied. Dholera SIR is going to be a very big project for real estate developers and a perfect place for a worthy investment.
